Due to the advancement of computer and Internet nowadays, many countries started to implement e-government, this including Malaysia. Electronic government, or known as e-government, refers to the use of information technologies and communications (ICT) by government agencies to interact with citizens, businesses, and other government agencies. E-government had started implemented in Malaysia since the launch of Multimedia Super Corridor (MSC) in August 1996 as part of the initiative to achieve Vision 2020. It also bring the convenience, accessibility and interactions to citizens and businesses and hence improve the exchange of information within government agencies and between government to citizens and businesses.
There are seven main projects under the e-government flagship application:
1. Generic Office Environment (GOE)
Its aim is to introduce an office environment which fully utilises multimedia information technology to operate. This will allow efficient communication and collaboration among workers and also delivering the right information to the right people.
2. Electronic Procurement (eP) Project
Its aim is to automate, re-engineer and change the current procurement system. This project will include central contract, tender and direct purchase. this project has been started with e-Perolehan and can be accessed at http://home.eperolehan.gov.my/home/.
3. Human Resource Management Information System (HRMIS)
It will help to carry out human resource functions effectively and efficiently by providing single interface to government employees. HRMIS is not just for keeping records but also for transactional purposes like leave application, loan processing, recruitment and selection of employee, competency management and so on.
4. Project Monitoring System (PMS)
This system will set up a mechanism that will help to monitor the implementation of projects throughout government agencies and statutory bodies. PMS will also provide a platform for exchanging ideas and demonstrating best practices in information management and communication services.
5. Electronic Services Directory (eServices)
It allows Malaysians to engage in transactions with government and utilities and summons payment. it can be accessed through Internet and kiosk machines.
6. Electronic Labour Exchange (ELX)
Its main objective is to enhance the mobilisation of human resources and optimising the work force utilisation. The Ministry of Human Resources will become the one-stop centre for labour market information because of ELX. The information is accessible to the public.
7. E-Syariah
The main objective of e-Syariah is to improve the quality of service in Syariah courts. It consists of Syariah Court Case Management System, Office Automation System, E-Syariah Portal, Syarie Lawyers Registration System and Library Management System.
However, citizens are still not aware and adopt to services provided by e-government in Malaysia. So, below are some suggestions of citizen's adoption strategies:
1. Create Awareness Among Citizens
Government should launch some programs in order to create awareness among citizens about the availability of the electronic online services. Government should also teach citizens on how to use those services during the programs. Besides that, government can also advertise in mass media about the electronic services.
2. User Friendly Website Design
Those websites which provide services under e-government should be designed to bring convenience to users. With user friendly website design, users which access to these websites will feel convenient and will adopt and accept the website and using their services provided like utilities payment and tax payment.
3. Providing Incentives
Government should provide incentives for citizens and businesses which use services under e-government in order to encourage them using those services. This will attract more citizens and businesses adopt to e-government services.
